The European Commission plans to assess barriers to Power Purchase Agreements (PPAs) and provide recommendations to Member States on their removal. PPAs help fund the building of new clean energy assets and give the counterparts long-term price stability, but they remain limited in some countries and face legal and technical hurdles.
